About Oxfam Myanmar

Oxfam has been working in Myanmar since 1990s. Oxfam works with local partners across Myanmar to support humanitarian response, resilience, gender justice, sustainable livelihoods and locally led development, while adapting its programmes to a diverse and rapidly changing operating environment.

Myanmar is one of the largest countries in Southeast Asia, with a diverse geography ranging from coastal areas and river deltas to central dry zones, highlands and mountainous border regions. It is home to a population of more than 50 million people and is characterised by significant ethnic, linguistic, cultural and socio-economic diversity, with large parts of the population living in rural areas.

The country is experiencing a complex and evolving humanitarian and development context, with communities affected by displacement, economic pressures, climate-related risks and recurrent natural disasters. The March 2025 earthquake further increased humanitarian and recovery needs in several parts of the country. At the same time, local organisations and communities continue to play a vital role in responding to needs and supporting longer-term recovery and resilience.

 

The Role

Oxfam is looking for the Country Director -Myanmar who provides overall leadership and strategic direction for Oxfam's work in Myanmar, ensuring effective delivery of humanitarian, development, advocacy, and influencing programmes. The role is accountable for programme quality and impact, organizational performance, and sound financial and people management. Working closely with the Asia Regional Platform and Regional Director, the Country Director leads the implementation of Oxfam's 2030 Global Strategy and Asia Regional Strategy, positioning the Myanmar programme to contribute effectively to regional and global goals.

 

Who we’re looking for

Country Director- Myanmar will be an experienced, dedicated, and highly motivated professional, with a strong commitment to Oxfam's values and beliefs with the following qualification and competencies:

·At least 5 years of senior leadership experience leading country programs at Director level, leading and managing complex development, humanitarian, and advocacy programmes in fragile and challenging environments, with experience in Asian countries.

  • 10 years of proven track record of leading and motivating multi-disciplinary teams across national and international settings, including complex environment.
  • Strong experience in strategic planning, programme management, organizational change, and adaptive leadership.
  • Demonstrated expertise in conflict-sensitive programming, gender justice, and rights-based approaches.
  • Proven success in building and maintaining effective partnerships with civil society, donors, governments, UN agencies, and other key stakeholders.
  • Strong advocacy, influencing, negotiation, and representation skills at national, regional, and international levels.
  • Excellent communication skills, with the ability to convey complex issues clearly to diverse audiences and represent the organization publicly and with the media.
  • Sound financial management experience, including budget oversight, resource mobilization, fundraising, and donor engagement.
  • Demonstrated ability to manage security, operational, legal, and reputational risks in complex operating environments.
  • Strong analytical and political acumen, with the ability to navigate complex contexts, assess risks, and make sound strategic decisions.
  • Experience leading humanitarian preparedness and response initiatives in emergency settings.
  • Commitment to feminist, rights-based, and inclusive approaches, with a strong dedication to women's rights and the empowerment of marginalized communities.
  • High levels of integrity, resilience, cultural sensitivity, emotional intelligence, and self-awareness.

Who is Hoda?
I am Hodan Mohamed, I work in Oxfam Somalia Somaliland as a Public Health Engineering. I was born in Hargeisa, Somaliland, and I study for this field of engineering because I would like to add for the new design or the new intervention for the future, for the building in Somalia, construction and building in Somaliland for new intervention and new design to create more beautiful and more cities.

Career, parents, challenges
Yes, there are little women with this field. But if you want to follow your career or your hobbies that is not a big challenge. Maybe you pass the challenge and you are the first person, the leader, who makes this way. So maybe is a small challenge, but not a lot of challenge First my parents they liked me to study for other fields like medicine or accounting or something else. So but my hobby was to study for engineer. So they allowed me after more negotiation and more... My mother, I said I like to study for this field and they allowed me to study. There is no more a lot of challenge for my parents but they allowed me finally.

For the community, there is a lot of challenge, including they do not believe in women engineer, so maybe they say you are a woman this is impossible. Sometimes they say like that. But in the last times the community they accepted.

Hodan Work
I am monitoring the activity done by Oxfam in this area. Oxfam Somalia concentrates on WASH, Food Security, and Health projects mostly in Somaliland, but also in Puntland, where we have a small Field Office (FO) Garowe City, but mostly work via implementing partners. Other programmes concern youth employment, resilience (SOMREP), cash programming, and inclusive civic expression. There is a vision of further scaling projects in Puntland and extending operations towards South-Central Somalia, for which purpose a FO was established in Mogadishu City in 2021.

The WASH work implemented by Oxfam in Somalia consists of:

  • Clean water via cash for water, drilling boreholes and rehabilitating water sources
  • Hygiene kits and menstrual hygiene management kits, hygiene promotion
  • Construction of sanitation facilities (latrines)
  • Multi-use of water sources, integrating with FSL and Protection interventions (SOMREP), triple nexus approach.
